The People Closest to the Work Are Already Moving
Someone on the team wants to use an AI tool for a business problem they handle every day. They look for a policy. There isn’t one. They ask their manager. The manager doesn’t know. They ask IT. IT says wait. So they use the tool anyway, because the work still needs to get done.
The people experimenting with AI are usually the ones closest to the work and most motivated to improve it. They are the organization’s early signal that adoption is ready to accelerate. What they need from leadership is structure and support: what is allowed, a path to get new tools approved, someone accountable for the decisions that AI adoption requires, and the training and coaching to move confidently.
The regulatory environment is adding urgency. The EU AI Act (Article 12) and emerging U.S. federal guidance now treat AI inputs and outputs as auditable records. Enterprises that deploy AI workflows will need to show what prompts produced what outputs, how decisions were made, and whether outcomes matched intent. Organizations that build governance after deployment will be retrofitting audit infrastructure under regulatory pressure. Organizations that build it before deployment will already have the evidence trail in place.
Without governance infrastructure, organizations either freeze (waiting for perfect governance before doing anything) or fragment (every team building its own approach with no coordination). Governance & Enablement Design builds what sits between those two extremes: governance that provides direction and enablement that prepares people to follow it. The goal is not control. It is confident, accountable adoption.
Five Questions the Governance System Answers
Operational AI governance comes down to five questions. Each one maps to a component of the governance system, informed by NIST AI RMF and ISO 42001 principles. The standards provide the foundation. We design the operational processes that make them work day to day.
- What is allowed? Policy and guardrails. Acceptable use boundaries, data handling requirements, and the rules that define the operating envelope. This is where shadow AI gets addressed: guardrails that let people work responsibly.
- Who can use what? Access and tooling model. Tool approval, provisioning, license management, and a curated registry of approved tools with a process for evaluating new ones as use cases emerge.
- What gets used? Use case evaluation and approval. A repeatable intake process with evaluation criteria, prioritization logic, and go/no-go decisions. Without one, the organization has no way to say “yes” to the right ideas and “not yet” to the rest.
- Who owns it? Roles, accountability, and operating model. Decision rights, escalation paths, committee structure (if needed), and reporting lines. Governance without ownership is a document, not a system.
- Is it working? Monitoring, audit, and continuous improvement. KPIs, risk tracking, decision audit trails, and feedback loops that keep governance current as AI operations mature. This is also the audit infrastructure that satisfies regulators, auditors, and executives asking how a decision was made.
Enablement Is How People Adopt It
Governance defines what is allowed. Enablement teaches people how to work within those boundaries and builds confidence that experimentation is welcome.
Enablement is not a training session tacked onto the end of a governance rollout. It is a program that runs alongside governance design and continues after it. The sequencing is consistent: executive awareness first to build sponsorship, then managers and team leads who will champion adoption in their functions, then team-level capability building for the people doing the work.
- Executive awareness sessions give leadership the context to sponsor adoption and model the behavior they expect
- Organizational workshops build functional literacy across departments, grounded in the governance framework so people learn the rules and the tools together
- Team-level coaching addresses the specific workflows, questions, and use cases that surface when people start applying AI to their day-to-day work
- Guardrailed AI tools, scoped to specific tasks and data boundaries (a contract review assistant for legal, a campaign brief generator for marketing), let teams experiment within safe limits rather than starting from a blank prompt
Between formal sessions, office hours, peer showcases, and adoption tracking keep momentum from fading and shift enablement effort toward the teams where it is needed most.
The program is designed so failure is career-safe: people learn by trying, encountering limits, and adjusting.
Built with the Teams Who Use It
The engagement produces a governance and enablement design package covering all five components, plus an implementation roadmap that sequences near-term actions and longer-term changes. The goal is a system the organization can follow, not a set of documents that collect dust. It runs in three phases.
- Discovery. Understanding what governance exists today, what tools are in use, what policies are in place, and where the gaps create risk or slow progress. Organizations that have completed an AI Operating Baseline arrive with much of this context already mapped. Discovery then focuses on the specific compliance, legal, security, and audit requirements that governance must address, along with enablement readiness: who needs awareness, who needs hands-on training, and what resistance patterns are present.
- Design. Working with Operations leadership, IT, Legal, and Compliance stakeholders to build each of the five governance components and the enablement program that accompanies them. Every component answers a specific operational question and includes implementation guidance. The enablement design maps training, coaching, and support activities to the teams and roles identified during Discovery.
- Alignment. Building the confidence people need to adopt AI in their day-to-day work. Alignment sessions focus first on readiness: giving teams the context, coaching, and safe space to experiment so adoption feels like an opportunity rather than a mandate. From there, the sessions surface objections, adapt the governance model to how the organization operates in practice, and secure the ownership that sustains momentum. These are the sessions where someone says “that will never work in our department” and the model changes because of it.
Governance gives people permission to move. Enablement gives them confidence to do it well.
